How to compress a PDF to an exact size, without uploading it

The email bounces back: "attachment too large." The government portal refuses the upload: "file must be under 100 KB." The form only accepts 200 KB. Somewhere, a number is standing between you and being done, and your PDF is on the wrong side of it.

Compressing a PDF is the single most common thing people come to a PDF tool to do, and it is almost always because of a limit like one of these. So the useful question is not "how do I make this smaller." It is "how do I hit that specific number, without wrecking the document, and without handing a private file to a website to do it." Here is how.

What actually makes a PDF heavy

Open a 12 MB PDF and it is tempting to imagine the text is the problem. It almost never is. A page of writing, even a long one, is a few kilobytes. What weighs a PDF down is images: a logo pasted at full camera resolution, screenshots, a photographed receipt, a signature scanned at 600 dpi.

Scanned documents are the pure form of this. When you scan a page, you do not get text; you get a photograph of a page. Every one of them. A ten-page scanned contract is ten high-resolution photos in a trench coat, which is why it can be twenty times larger than the same contract exported from a word processor.

Why "an exact size" beats "high / medium / low"

Most compressors give you three vague buttons and a shrug. But you rarely want "medium." You want under 25 MB so email will send it, or under 100 KB because a portal said so. A quality slider makes you guess, compress, check, and guess again.

There is no free compression. Making a file smaller means storing its images with less detail, and past a point that becomes visible: photographs get softer, fine lines fuzz, small text inside a scanned image starts to smear.

Where that point sits depends entirely on the file and the target. Squeezing a photo-heavy brochure under 50 KB will look rough, and no tool can honestly promise otherwise. The same brochure at 500 KB can look almost untouched. A plain text report barely changes at any setting, because there were never heavy images to sacrifice. The rule worth remembering: the smaller the target, the more the images give up. So aim for the largest size the limit actually allows, not the smallest you can reach, and always look at the result before you send it.
