Remove the password first with Unlock PDF, using the password UIDAI set (usually the first four letters of your name in capitals plus your birth year), then merge the unlocked file.
Should I mask my Aadhaar number?+
For many purposes UIDAI recommends sharing a masked Aadhaar that hides the first eight digits. You can black out the number with Redact PDF before or after merging.
