A cash memo is the bill a shop hands over with the goods: what was sold, how many, at what rate, and the total, paid there and then. It is not a tax invoice and carries no tax breakdown, which is why this one starts with the tax rate at zero. For a business that is not registered for VAT or GST, it is the everyday sales document.
