A no objection certificate is asked for constantly: by an employer for a visa application, by a landlord for a registration, by a parent for a minor travelling, by an employer for further study. The useful ones are specific. They name the person, say exactly what is not objected to, state the purpose and the period, and are signed by someone with the authority to say it. A vague NOC is rejected by whoever asked for it.

Why vague NOCs are refused

The reader is checking a box: does this letter say the specific thing I need it to say. A letter that gestures at general approval without naming the purpose gets sent back, and the person has to ask you again.
